On July 19, 2017 the European Commission’s (EC) Directorate-General for Health and Food Safety (DG SANTE) published an extract from the draft minutes of the 73rd meeting of representatives of Member States Competent Authorities for the implementation of the Biocidal Products Regulation (BPR, (EU) No 528/2012) regarding the criteria to identify endocrine disrupting chemicals (EDCs) in the field of biocidal products. The meeting took place on July 12, 2017. The minutes read: “Given that all arguments have been discussed extensively during the preceding meetings, the Commission now considers that the discussions are finalized.” Further, the minutes inform that “the Commission, having taken into account the discussions and views of the experts, views of stakeholders, and comments received during these consultations, will adopt the Delegated Regulation soon and will submit it to the Council and the Parliament for possible objection after the summer recess period, i.e. after 21 August 2017.”

The minutes indicate that some issues remained unresolved during the discussions with Member States. One example is “the provision on substances with an intended ED effect on target organisms (such as growth regulators)” which would be exempted from the criteria. The EC intends “to keep the criteria for PPPs [(plant protection products)] and BPs [(biocidal products)] aligned.” The EDC criteria for PPPs were approved by Member States on July 4, 2017 (FPF reported).
