On June 27, 2013 the Swedish government mandated the Swedish Chemicals Agency (KEMI) to investigate the phase-out of phthalates suspected to be endocrine disruptors and/or toxic to reproduction. As part of the mandate, KEMI is to conduct a survey on the use of phthalates and available alternatives. This information shall serve towards a dialogue with industry on the voluntary phase-out. The assignment further includes an investigation of the need to impose national restrictions and possible actions at the European Union (EU) level, taking into account existing initiatives within the EU. Potential legislative proposals shall include an assessment of the impact of the phase-out on trade with other countries. The deadline for the report to the Swedish Ministry of the Environment is November 30, 2014.
