In an article published on August 10, 2017 by regulatory news provider Chemical Watch, editor Luke Buxton reported on the responses of several non-governmental organizations (NGOs) to the European Commission’s (EC) public consultation on the interface between chemicals, products and waste legislation in the context of the circular economy. The consultation was launched in conjunction with the EC roadmap on the same topic and closed on July 7, 2017 (FPF reported). The comments provided by the NGOs European Environmental Bureau (EEB), ClientEarth, and CHEM Trust “identified insufficient information on substances of concern as a potential obstacle to recycling waste into new products,” Buxton informed. Therefore, the EEB suggested to establish a harmonized product information system, combining environmental data required under different pieces of legislation. ClientEarth called for a system that ensures “relevant information (including the full chemical composition of the material) is made available to relevant economic operators, including recyclers and manufacturers of products with recycled materials.» CHEM Trust reminded that all chemicals meeting the criteria for substances of very high concern (SVHCs) under REACH shall be added to the Candidate List and that recyclers «must have the right» to access this information.
