In an article published on September 1, 2017, regulatory news provider Chemical Watch informed that the European Commission (EC) added over 20 substances to Annex XVII of REACH, thereby restricting their manufacture, placing on the market, or use. The substances were recently classified as carcinogenic, mutagenic, or reprotoxic (CMR) category 1A and 1B, Chemical Watch reported. The amendment to REACH Annex XVII was published as Regulation (EC) No 1907/2006 on August 30, 2017 in the Official Journal of the European Union and will enter into force 20 days after its publication.

The regulation includes several substances relevant for food contact materials (FCMs): Tetrahydrofurfuryl alcohol (CAS 97-99-4), imidazole (CAS 288-32-4), phenol, dodecyl-, branched (CAS 121158-58-5), and disodium octaborate anhydrous (CAS 12008-41-2) are listed in the FACET inventory of FCMs. Dicyclohexyl phthalate (DCHP, CAS 84-61-7) is included in both the FACET list and the ESCO working group list of non-plastic FCMs; bisphenol A (BPA, CAS 80-05-7) is included in the FACET and ESCO lists, as well as in the Union List of substances authorized for use in plastic FCMs (Annex I of Regulation (EU) No 10/2011).
