On July 30, 2019, the European Commission (EC) published a roadmap for an initiative titled “Partnership for a circular bio-based Europe” to be created under the Horizon Europe research program and aiming “to support sustainability-driven innovation for new local value-creation from waste and biomass.” The legislation would set up institutionalized partnerships that would build on achievements from a previous initiative established under the Horizon 2020 research program, which funded over 100 project-based consortiums. Established partnerships would help develop “long-term, medium-term and short-term solutions for processing biomass and waste into renewable products and nutrients,” including in the “pulp and paper, food, [and] processing” sectors. The roadmap notes that the “overall financial framework” is an aspect that still needs to be further defined. The EC has opened the roadmap for public comment from July 30 until August 27, 2019 through the initiative’s website.
