On September 1, 2020, the European Chemicals Agency (ECHA) announced the opening of a public consultation to recognize new substances of very high concern (SVHC) under the EU’s REACH regulation. The substances under consideration include dioctyltin dilaurate (CAS 3648-18-8) as well as stannane, dioctyl-, bis(coco acyloxy) derivatives (CAS 91648-39-4), and any other stannane, dioctyl-, bis(fatty acyloxy) derivatives wherein C12 is the predominant carbon number of the fatty acyloxy moiety. According to the Annex XV report, the substances are being considered as SVHCs due to their toxicity to reproduction under REACH Article 57c. They are known to be used across a wide variety of product categories, including as stabilizers and catalysts in the production of materials such as plastics and rubber. Dioctyltin dilaurate is listed in the FACET inventory of food contact substances. Comments are being accepted until October 16, 2020.
